This solved it for me:

In short: A Windows update broke the IIS

In the file: C:\Windows\System32\inetsrv\config\administration.config

the %WINDOWS_PUBLIC_KEY_TOKEN% is no longer valid

Replace it with 31bf3856ad364e35
