I also had similar issue when installing notebook.

ERROR: Could not find a version that satisfies the requirement puccinialin (from versions: none)
ERROR: No matching distribution found for puccinialin

My solution was to update python from 3.8 to last version.

It seems that puccinialin needs 3.9 or higher
