The Site Recovery Provider is installation that is done on on-premises server. As this is installation package it is not in the scope of Azure Bicep. Azure Bicep manages only Azure resource. Site Recovery Provider is not Azure resource. You could try to use third party services that do machine configuration to install packages on your servers.
