Dealing with your first comment, this is only a simple little test that I did to test char** allocation, a block box if you will that does not return anything or really do anything important. It's just a test for me to learn best practice and weed out all of the junk answers on the internet.

Second, I did take a look at that book before posting (It's on the Internet Archive). Maybe I didn't study it enough (I'll have to go back and revisit) but the section starting on page 99 didn't really deal with these specific questions I'm asking.
