I discovered that you can open the "Wine Control Panel" by simply using ShellExecute from the Winapi.ShellAPI unit and opening control.exe:
ShellExecute(0, 'open', 'control.exe', nil, nil, SW_SHOWNORMAL);
And then it'll open on Wine or Steam Proton:
