If anyone runs into this on a Mac using Chrome, the problem is that the dropdown menu’s scrollbar is hidden. The Delete option is actually “below the fold,” but you won’t see it until you hover over the menu (after clicking the ellipsis) and scroll down. This drove me absolutely mad.
